Outsourcing within the Nordic context: Care services for older people in Finland.

The early 1990s economic setback brought significant reforms favoring the outsourcing of care in Finnish municipalities. Here, outsourcing refers to the practice of municipalities employing private organizations through different means (e.g., open tendering) to deliver public care services. In this context, this study examines the growth in the outsourcing of service housing and home-help services in 311 municipalities from 2001 to 2015 and investigates the municipal factors associated with outsourcing using four dimensions: care needs, population size, economic situation, and political ideology of the municipality. Subsidizing private childcare in a universal regime

AbstractAll families in Finland have the freedom to choose between subsidized home care, universal public childcare, and private childcare. We study the impact of the introduction of private childcare subsidies in Finland. Private childcare subsidies have causal effects on take-up but no impact on home care or employment among women with small children. Instead, private services seem to crowd out public childcare. Private services have a socioeconomic gradient by mother’s education that steepens when the subsidy increases. Families’ preferences between home care, public childcare, and private childcare do not explain the result.

Choice models in eldercare emphasise the importance of individuals’ abilities to make informed choices and therefore entail a risk for increased inequalities among older adults with care needs. Minding the Gaps : The Role of Finnish Civil Society Organizations in the Labour Market Integration of Migrants

AbstractThe growing role of civil society organizations (CSOs) in welfare service provision is sometimes portrayed as a threat to welfare state universalism in Nordic societies. In Finland, CSOs co-produce integration services alongside comprehensive official integration programmes, compensating for gaps and shortcomings in those services. We identify three “gaps”, which are (1) limited availability of services in terms of time and target group, (2) lack of direct labour market contacts and (3) limited flexibility to serve individual needs. This chapter aims to map the twists and turns in the development of long-term care policy in Finland since the start of the 1990s. The main argument of the chapter is that these changes have to a large part been motivated by what is called here ‘demographic panic’, that is, fear of consequences of population ageing to the public purse. Various policy changes have taken place during the last three decades.
